You try to install an office application such as Microsoft Visio Professional 2019 or Microsoft Project Professional 2019, but installation fails with the following error message:
“Couldn’t stream Office. Sorry, we can’t find a required file. Please check that the installation source is reachable, then try again.”
Additional: The error message appears to be mistaken, as you may install “Microsoft Office Click-to-Run Client”, i. e. install an Office application from a local installation folder, where “streaming error” makes absolutely no sense. Furthermore, all files seem to be intact.
Additional Circumstances: A language pack has been previously installed, thus Office is available in more than one language (e. g. English + Hebrew).
Solution
Explanation
Once any Off i ce language pack is installed, additional Office applications cannot be installed. This seems a buggy behavior of Office.
Consequentially, the order in which Office is installed matters: First all apps must be installed, and only thereafter language packs shall be installed. Trying to install an Office application after a language pack has been installed will result in the above error message.

To add a little more to the frustration, all Office installation or un-installation notifications are identical and somewhat misleading, providing no indication of whether the entire Office pack was installed or uninstalled, or was it just a specific app, or a language pack.
For example, when you complete uninstalling a “language pack”, you will see the message: “We’ve successfully removed Office from your computer”.
Don’t let this message fool you. Office remains on your computer. If this is what you selected, then only the language pack was uninstalled. The same is also true with uninstalling a specific Office application such as Visio or Project, i. e. the message “We’ve successfully removed Office from your computer” will be displayed regardless of whether Office is on your computer or not.
Step-by-Step Solution to Error 30182–1 (2)
Step 1: Uninstalling “Language Accessory Packs for Office”
2. Click Uninstall next to any office “language pack”, i. e. do not uninstall Office in its primary language (e. g. English en-us) but rather uninstall Office in all other languages (e. g. he-il and ru-ru).

Office is removed only when all of its instances (i. e. languages) are removed from the computer. So make sure to let one instance of each Office application remain.
Upon completion of the uninstall, you shall see the following message:
Again, do not be let this message confuse you. For as long as you’ve selected to uninstall the Office “language packs” as shown above, Office will remain intact. Only the language packs are removed.
Step 2: Install the Desired Office Application(s)
In the following example, we double-click Setup. exe, to install Visio Professional 2019.
As Visio Professional 2019 is installed, the following screens will appear:
Notice that we have indeed just installed Visio rather than Office (despite the fact that during installation it says “Installing Office”).
Upon Completion you may see the following screen:
If this is your 1st installation of an Office application then a notification message would show on the task bar, saying: “Installation is finished! Your Office product is now completely installed.” and: “You can now go offline or shut down”.
We believe that Microsoft could have chosen better wording than “you can now go offline or shut down”. Perhaps they could have suggested that once you completed the installation, you could go ahead and use Office!?
Step 3: Re-Install Any Language Pack
Office language packs are now called “Language Accessory Pack”,and can be downloaded directly from Microsoft, for free, here. Currently Microsoft offers language packs for the following versions of Office: Office 2010, Office 2013,Office 2016 and Office 2019.
Notice that Office Professional Plus 2016 and 2019 are not specifically mentioned but rather appear as “Newer versions”:
To download an accessory pack, select the desired language and then choose whether you seek a 32-bit or 64-bit version. By default Office is installed in… 32-bit! So if you are unsure which version of Office you have, then you most likely have Office 32-bit. Once the right accessory pack has been selected, a corresponding file (an installer) shall be downloaded, something like that:
This file is rather an installer which downloads and installs the “accessory pack” for you. You can double-click it to install the accessory pack. Notice that Internet connectivity is required:
Once the installation completes, the selected language will be added to all preexisting Office applications. I. e. if Office, Visio and Project were installed prior to running the language pack, then all those applications would now support the added language. But if only Office was installed, then the language pack would only apply to Office.
